In 1995 he got a specialty in electronic engineering at the Kyiv Military Institute of Management and Communication, and in 2008 at the National Academy of Public Administration under the President of Ukraine he received a master's degree in public administration.
In 2001, after serving in the Armed Forces, he became Chief Specialist and later Head of the Entrepreneurship Division of the Kyiv City State Administration, and in 2006 headed the General Directorate for Regulatory Policy and Entrepreneurship.
In December 2012, he became the first Deputy Director of the Department - Head of the Devision for Regulatory Policy and Issuance of Permits of the Department of Industry and Enterprise Development.
In August 2013, he headed the KSCA's Department of Economics and Investment.
Since 2016 – a Deputy and since 2017 – the FFirst Deputy Head of Kyiv City State Administration.
