Former Minister of Ministry of Communities and Territories Development of Ukraine

People's Deputy of Ukraine of the 8th convocation. Member of the parliamentary faction of the Political Party "Union “Samopomich". Former Deputy Chairman of Verkhovna Rada Committee on Construction, Urban Planning and Housing and Communal Services. Co-chair of the inter fraction union “Equal Opportunities”.

In 1991 she graduated with honors from the Kyiv State Pedagogical Institute of Foreign Languages ​​(Kyiv), specializing in foreign languages ​​/ English and French / with the qualification of a foreign language teacher. In 1996, she won the All-Ukrainian Contest and received a grant to study in the United States with the support of the Edmund Muskie Foundation. In 1998, she received her Master's Degree in Business Administration and Finance from Old Dominion University (Virginia, USA).

She started her career in 1993 as a manager and analyst for the first local government development programs implemented in Ukraine under the Cooperation Agreement between the Government of Ukraine and the US Government. After receiving her financial education (1998 – 2014) she passed a way from a specialist in pricing, financial management in the housing and communal and local development sectors to a project manager and a leading consultant on regulating the activities of natural monopoly entities, investing in urban infrastructure, strengthening of local self-government and decentralization, energy efficiency in housing and communal services and housing and communal services; attracting funding for residential energy efficiency; effective management of utility companies. Conducted research and provided consultations for the Center for Integrated Research on Antitrust Policy of the Antimonopoly Committee of Ukraine, the Research Economic Institute of the Ministry of Economy of Ukraine; international technical assistance projects funded by the United Nations Development Program, the Organization for Economic Co-operation and Development, the United States Agency for International Development, the World Bank, the European Bank for Reconstruction and Development, the Canadian International Development Agency, the Swiss Confederation, the Program for Social Transformation in Central and Eastern Europe Kingdom of the Netherlands and others.

During her work, she actively researched the regulation of pricing and development of competition in potentially competitive housing and utility markets. She has about 30 scientific papers, including those published in the editions of the Organization for Economic Cooperation and Development. She was the head of research work on substantiation of changes and additions regarding volumes and sources of financing of the National Program of Reform and Development of Housing and Communal Services for 2004-2010; corporatization of utility companies operating in the field of water, heat supply and sewerage, formation and adjustment of prices / tariffs for housing and communal services, explored the issues of financial aspects of housing management.

In 2004, she and her colleagues founded the Center for Municipal Development (renamed the LLC "Institute for Local Development"), which she headed for 10 years. At the same time she participated in the work of the All-Ukrainian Charity Organization "Institute for Local Development" and was its member of the Board. Headed consulting and analytical and research projects, which were contracted by private, utility companies and organizations, local governments, international companies and international financial institutions. In the period 2007-2013 she participated in the work of working groups on housing and communal services reform at the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine and was a member of the Scientific Advisory Board of the National Commission for State Regulation in the field of public services, member of the section of the strategy for reforming and development of housing and communal services of the Scientific and Technical Council of the Ministry of Housing and Communal Services.
