Graduated from Kiev Polytechnic Institute, specializing in radio engineering, radio engineer (1993); Master of Public Administration (2007).

Dmytro worked at the Kvant Scientific Research Institute and the Kinap Plant "Kinap" (1987–1992), he held a number of management positions at commercial establishments and enterprises in Kyiv (1992-2001).

Since 2002 he has been working in the sphere of housing and communal services in local and central executive authorities, including the head of the Ministry of Housing and Communal Services of Ukraine (2008-2009), the head of the State Housing and Communal Inspectorate in the Kyiv region (2009-2010)

The head of the department housing and communal infrastructure of the executive body of the Kyiv City Council (Kyiv city state administration) - 2010 - 2016.
