Victor has been working in IT since 2000. He graduated from the Physical-Technical Institute of NTUU "KPI" with a degree in Applied Mathematics (2003) and postgraduate studies at the Institute of Software Systems of the National Academy of Sciences of Ukraine (2006).

Information security specialist, author of a monograph and about 40 scientific publications on information security.

As an engineer and then project manager, he participated in the creation of integrated information security systems of national importance. He was awarded the Certificate of Honor of the Central Election Commission.
