Candidate of Sciences in Public Administration, author and co-author of 25 scientific papers, 20 articles on public and municipal administration.
In 2005 he graduated with honors from the Faculty of History of Izmail State Humanitarian University, in 2006 - received a master's degree with honors on the specialty "Public Administration". In 2010 he finilized post-graduate education at National Academy of Public Administration (NAPA) and in 2012 became Candidate of Sciences in Public Administration, defending his dissertation on the specialty "Local Government".
He worked as a head of the legal department of the Izmail City Council, a researcher at the Institute of Problems of Public Administration and Local Self-Government of NAPA.
He has been working at the Association of Ukrainian Cities since 2010 as the first deputy executive director, senior expert on political dialogue and budgetary issues. He was appointed an Executive Director of the AUC in April 2017.
The Association of Ukrainian Cities is the most respected non-governmental organization in Ukraine representing the position and defending the rights of local self-government. It was established in 1992. The AUC includes 833 territorial communities (cities, towns, villages, united territorial communities) in which more than 80% of the population of Ukraine live.
