Víctor is Industrial Engineer by the Polytechnic University of Catalonia, hold a Master in Safety management from the Catalan Institute of Technology and a Post degree of Climate Control, Heat and Cool from Polytechnic University of Catalonia.

He worked for Sant Cugat del Vallès City Hall (Barcelona) since 1994, and nowadays is the Director of the Urban Quality and Mobility Department, in charge of public services: street lighting, energy management, buildings´ maintenance, sewage network, mobility, waste collection, environment, Smart Energy Buildings Roadmap, Smart Energy Urban Space Roadmap, etc.

Víctor is in charge of the coordination of the Smart city Strategy of the department as well as of the European Funded Projects in which the city is involved.

He is the Legal Entity Representative of the Municipality for the EU Commission, the representative in the Efficient Energy Cluster of Catalonia as well as the representative in the Catalan Water Partnership.
