Heat engineer by education (National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute"), Master of Public Administration (National Academy of Public Administration under the President of Ukraine).

Since 2008 he heads the the Association of Small Cities of Ukraine. From 2002 to 2017 he held the position of Mayor of city of Ukrainka. He was a member of the board of the State Committee of Ukraine for Land Resources; member of the Board of the Ministry of Housing and Communal Services of Ukraine.
